Dr. Raut was born to an indigenous Satar family in Mahadeva Village, in the Saptari district of Nepal. He attended primary school in his home village, and secondary school in nearby Katti . He went on to study at Tribhuvan University (Nepal), Tokyo University (Japan) and Cambridge University (UK)..He is a recipient of Young Nepalese Engineer Award, Mahendra Bidhya Bhusan, Kulratna Gold Medal, and Trofimenkoff Academic Achievement Award among others.
Since his return to Nepal in 2011, Raut has campaigned actively for secession of Terai region as a separate nation for Madheshi people. Dr. Raut is the founding president of the Non-Resident Madhesi Association, a global diaspora organisation of Nepalese people of Madhesi ethnic group living abroad.[5] He is also the founder of the injot movement, a social transformation initiative targeted at Nepal, Ethiopia,and Bangladesh. He was arrested on September 14, 2014 on a charge of causing public disorder while addressing a gathering of the Santhal community.On September 14, 2014 Initially, Raut was booked under the Public Offence Act.[7] Later his charges where changed into leading secessionist campaign.[8] Dr. Raut started fast unto death in custody from September 20 arguing that his right to freedom and expression was violated by the government.[7][9][10][11] He was hospitalized on September 25 Thursday after complains of severe stomach pain. Nepali Congress Vice President Ram Chandra Poudel, Minister for Information and Communications Minendra Rijal and Agriculture Minister Hari Parajuli went to the hospital to urge Raut .[12] He ended his fast on October 1 after 11 days, upon government’s request and commitment to respect freedom of expression. The Attorney Office filed a sedition case at the Special Court on October 8.
